Get
Xash3D FWGS v0.19. Extract it somewhere. Copy the
valve and
cstrike folders from your CS1.6 install to the Xash directory. Run the dedicated server using a command like this:
if you want a LAN server (i.e. host on your PC and connect from Vita to PC over your local WiFi network):

if you want your server to be accessible from the internet:

If you host a LAN server and your PC is connected to the same local network as your Vita, you should be able to see it on your Vita in the LAN server browser.
Edit game and server-related settings in
cstrike/server.cfg. You should be able to use AMX and Metamod just like with a regular HLDS server, but I'm not 100% sure. If you install some mod that includes a
liblist.gam file, make sure to delete
cstrike/gameinfo.txt after you install it. Refer to CS- and Xash-specific server hosting guides for more information, I'm sure there's a lot of them on the Internet. Also check out the

Yes, mods like Zombie Plague and CSDM are completely server-side, which is why they can be played just fine on the Vita port.
