smealum who we know from Ninjhax and regionthree has now released regionFOUR. regionFOUR is a region free cartridge loader for New3DS/New3DSXL/3DS/3DSXL/2DS, it works on firmwares from 9.2 to 9.7. It also lets you bypass the forced game updates on cartridges.

smealum’s previous region free loader, “regionthree” didn’t have New 3DS support and was blocked on firmwares above 9.5.0-22. regionFOUR works from 9.2 to latest 9.7 on all 3DS hardware models. For using regionFOUR, you will need a Cubic Ninja game cartridge from your region and internet access. It uses a QR code which you probably know from the ninjhax exploit. Internet access is required for everytime you want to use regionFOUR unless you install the exploit to your savedata of Cubic Ninja which is not recommended. After the exploit is loaded, you eject the Cubic Ninja cartridge and insert the out of region cartridge you want to play. Here is a video by smealum to demonstrate regionFOUR:
