CHA = Can be hacked.
PHA = Partially can be hacked.
EDIT: Also, I'm pretty sure my TA-082 came pre-installed with 2.71 OFW so I'm sure it can be downgraded to it. Please check first though, as it's been YEARS since I ran any 2.XX firmware.

YOUR PSP which has a TA-082 Mobo came with 2.71, the info is stored in the IDstorage. A TA-082 Mobo PSP of another person could have had another firmware.

Now People can Check there OWN PSP what's there PSP Capable of Running CFW/(L)CFW and Lowest OFW to Downgrade
