(noob answer because this is only my guess) i believe the IPL are the boot up files inside flash0 when you turn on your psp. and CIPL are custom files for 6.20 PRO/ME for use with a perma patch (i think) to make it a true 100% CFW in the same way as 5.xx and below

The custom Ipl is for hackable psps only.The permanent patch for 6.20 pro uses a different method to make the cfw permanent. This is patched in 6.3x fws.

The original IPL loads the modules made and signed by Sony.
The custome IPL loads any module you want, for example the CFW's.

But the Pre-IPL of unhackable PSP doesnt load CIPL because not signed.
More accurately because we cannot avoid the sign-check on the unhackables.
For the same reason, Pandora Battery doesnt work on the newer moedels.

As for the Perma Patch, the patched module disguises oneself as OFW's.
The IPL of OFW6.20 loads this module which launchs the TN or PRO automatically.
Fixed at 6.3x.

IPL = Initial Program Loader
it loads the files necessary for the psp to boot up and work (the firmware files)
the Pre-IPL is a check done to confirm that the psp is loading the right files

A CIPL is a Custom IPL that in hackable PSPs loads the custom firmware files (e.g. the built-in iso loader)
