well actually it's just the devs' choice. Say you found a kexploit and no one else has it, you'd definitely want to keep it to yourself so that it doesn't get patched and you can enjoy your PSP stuff without worrying too much about it being patched. Especially for a dev, they can make more out of that kexploit. For instance, when a new PSV Fw is released, the first thing we usually do is dump the ePSP flash to check blacklists (to see which games have been patched) and compare the flash to older fw dumps to see what has changed and if it's anything worth worrying about, and if it is, how things need to be updated.
Basically, in the hands of a dev, a kexploit is a very useful tool, and considering the level of skill necessary to find one, people would rather keep it to themselves. Not saying anything about if there will or won't be a release.
