Long story short, any created cart would be "bad" in Sony's eyes, and they would act swiftly to shut down said patent violations. You can't just make a Vita cart and sell it, even if you made your own game. The Cart, and Vita are patents of Sony, and ANY violation of said patent designs get sued/shut down. Sony sells devkit Vita's, but I think you need a license to buy one.
Thanks for your answer. I do know that all kind of hack/piracy or maybe custom cards would break what you call TOS. But that TOS will maybe not afraid some chinese compagny (or other, why only chinese) to make something bad. I do not want to talk about piracy stuff, my interest is only about the homebrew developpement. And maybe nobodies care if a pirated cards refuse backups (let's dream that can happen), but guys like me care. I like what is happening in the WII scene also, about GameCube isos. These people are cool.
So, if the games are unencrypted, could you learn from them? That the only question I asked so far.
Thanks
