I keep getting error nw-5603-4 whenever I am trying to download something.

The answer to this problem:

1. Keep an eye on Fiddler while pressing the download button on the thing you want to download. The URL will start with Zeus.dl.

2. Once you find the URL, copy it into your browser/download manager and download it. This is the file you wanted to download.

3. Once downloaded, redirect that url in Fiddler to the local file.

4. Press download on the Vita and it will transfer right over from your computer.

I did this a few times back when I was using the proxy to bypass 2.02.

NOTE: This cannot enable piracy as the Vita still gets the license, security files, etc. from the PSN server.

So there's no way to get on the ps store on fw 1.81 at all? No proxy or other method?

worked for me yesterday, haven't tried today. As far as I know, 1.81 won't get on PSN

Make sure you properly redirect the url to the local file on your computer. And also make sure you got the proper zeus.dl url. Some games have two that appear (Game and online pass, in which case, you will need to download and redirect both in Fiddler).
