I've heard that the game is still available in other countries still and I haven't got it yet, I was wondering if I can make a new PSN account to download the game, then get it onto the vita, does these seem feasible?

No you cannot change your region when you have set it on your account. And this should be in eCFW TN and not on vHBL.
