He seems to have very exact names for the file paths.

At firmware 1.0x it was possible to see the names (NPXS10000/eboot.bin) of the pre-installed apps. Sony changed this in later firmwares, but the exact path was never visible, so he either got the information via a devkit vita, a decrypted firmware or a vita exploit (not psp emu exploit).

partly correct. the activation is just required to run unsigned self's.

all other functions are fully active like any pc tool to connect or mess with, debugging functions, file system access etc etc.

running unsigned selfs can be achieved other way. aswell there's several vulnerabilities in devkits up to newest firmwares which
might lead to bypass the activation soon :)
From what i read at the "selling" thread/forum, it might be a fishy move to sell the dev vita.
As far as i know, the devkit is useless when the license key expires, which will happen every 90 days.

SKFU says that its still useable, even if the license key expires, well well, i would say better safe than sorry.
Npt and i talked a bit about devkit Vitas and i (personally) wouldnt buy a devkit vita, if there is no way to get the license re-newed...

Seems a bit dodgy if he's selling the very same devkit that he was asking donation for. Last I remember, quite a bit of ppl donated into that. Should pass the devkit around to other trusted dev to have a play with (maybe he did?).

It does seem kinda sketchy, why sell it so soon... I bet there are tons of devs who would love to exploit it...
