Vita 1.80 update is live

It sucks for those of us who don't have a PS3. Final Fantasy VII still won't download from my Download list.
I wish I had access to 130 games xD

I can guaranteed you both of those will not happen anytime soon (if ever)
tbh I doubt PS3 emulation will happen in a time frame that would make it useful

You can no longer get around formatting your card now when account switching. Upon restoring the system, you get told that the memory card is still linked to the first account and cannot be used unless formatted. If you cancle the formatting, the vita tells you that the memory card can't be used

Have you tried starting from scratch after the 1.80 update? That is, wipe cards and setup the accounts etc as you did in the first place?

I've had problems transferring games to a vita using same account if the Vita used to download the game had a newer firmware (I have two of them). Once the second Vita was also updated transferring the game went fine. Could be a similar issue in your case perhaps? (Would make a system backup pretty useless, agreed, but hey, stranger design decisions have been made...)

But the browser seems to be much faster. Well at least I no longer have to wait for sites to load while scrolling. (Wifi)
