Do you mean using a PC a a source of an internet connection for the PSP? If yes, then I think it has been done. I think it was called UsbServer by TheCobra.

Yeah, that's what I meant. But I can't understand the instructions and I have no money to buy a router.

http://www.connectify.me/ (Virtual Router)? Yes, this should work if you talk about the use of your "pc" as a wifi router.
You can connect a pspgo via your mobil & bluetooth to connect to www. Do you just want to get some files from your hd?

You can transfer files with your pc via wifi to your psp if you got no router you maybe use connectify.
If this app works and if you got internet you should be able to connect your devices as usual.
I´m not to advanced i wifi filetransfer but pspdisp does or wifi jukebox ...pspvlc
stream/file transfer apps

There are many softwares which can turn your laptop(Provided that it is WiFi enabled) into a wireless hotspot. toBsucht said, Connectify is good software to share computer's internet also there is mhotspot you can try out.

Just download one of the software, configure it and connect your PSP-3000 to the WiFi network you just made and you are done! I do this with my mobile's wireless hotspot when I'm out of home! :)
