moving thread to correct subforum...
My advice on your problem: return it from where you bought it and ask for a refund.

Like Xian Nox said already, your best bet is going to be returning it as it's almost 100% defective. (It happens with electronics, companies don't test every single device, the usually only test a few random ones in each batch)

Where did you actually buy it from?

If you can't return it to the original shop, then at least take a look at the warranty. There may be a company in your country listed there that can repair PSVitas. Sony doesn't have branches all over the world, so in some places, they make contracts with local companies and provide them with the necessary equipment to fix the units. Alternatively, you can go to a local electronics store, and ask them where they send Vitas for repair.
Depending on the laws in your country, you may have to pay for the repairs.

the 3g is not connecting to the appropriate network in your area
ether its a bad sim card or you will need to use the sim for your country
find out what cell company supports the vita in your area and ask for a new sim card
at&t gave me a new sim for free as my sim was defective from cheap manufacturing
if that dosnt work use your 1 year warranty though sony, they will send you a new vita for your region
sorry if you were intending to use it as an import game unit

sony is still selling back up launch vita's and as many as 7 to 12% of 3g models have bad sims or defects that prevent normal operations
have fun, stay safe
