Short answer: ^

Long answer: Sony's made it so you can't drag files from the computer to the Vita like you could with the PSP. idk how they did it, but trying to access the Vita the normal way makes it look completely empty, you won't see any files or folders at all. The only way to put things on your Vita is through Sony's CMA program, but even then, it's limited to Vita and PSP games that are linked to your account (and in the case of PSP, not every PSP game will be shown), and save files, which is why we install homebrew instead of just dragging it to a folder in the memory stick.
