PSP 2000 not charging via USB 6.60 PRO-B10

I have a PSP 2000 running 6.60 PRO-B10
When I connect via USB the charging indicator looks like it is charging but it is not actually charging.

When in 6.60 PRO-B10 and connected via USB I get a flashing green light and the animated charging indicator but no actual charging is taking place.

If I reboot to 6.60 and connect via USB I get an amber light and the animated charging indicator and the battery is actually charging.

Is charging via USB enabled in the recovery menu?

..this or a plugins use the usb example remote joy
