Since I'm in the US, I can't say if the game is any good or not :\

It's quite a good game but it's one of those 'micro-transaction' games. You get 5 turns every certain time interval (about a day?) unless you pay for more lives on the PSN store lol.

In terms of gameplay, its Bejeweled with some twists. When you get a huge combo you can use the rear touchpad to break jewels and if you get too many huge combos the screen goes dark and you have to use the rear touch to uncover the puzzle. It's got some other benefits which unlock as you progress. It's a good game but I will still never understand the reasoning behind people using micro-transactions and buying extra lives, crystals, points etc, when you can progress through the game for free.

For full games like this you need a non-US account to run it, if you have VHBL running then this should be no problem. Only demos can be played across different regions.

you get 5 lives every 30 minutes, or when you want if you manually change the ps vita clock!

You can run the Montezuma puzzle game on a US account. All you need to do is download it on the EU account, restore your PS vita WITHOUT formatting your card, log in to your US account and then run the game.

Keep in mind that these steps will not work on every single title, but it will work on most titles.

However, the puzzle game is no better than anything you will find on a smartphone. In fact, Puzzle Quest 1 and 2 is exponentially better and doesn't operate like a Facebook game like this one. I don't recommend you waste your time unless you are a huge fan of Bewjeweled, which I am not.
