Can you also downgrade your 2DS from 9.4?

Hey!
I saw this Tutorial and I was wondering if you can also downgrade from 9.4?: http://wololo.net/2016/01/04/3ds-system ... -tutorial/
I mean it says "At the moment the Downgrader supports Firmwares up to Version 10.3.0-28." but when I look at other sites it does only say that you can downgrade from 10.3. (They dont say you cant downgrade from lower versions but they only mention version 10.3).
So since I am overcareful with those kind of things: Can you downgrade from 9.4?
