This tutorial allows you to run your legitimate cartridges from any region on your 3DS/3DSXL only (doesn't work with 2DS/new3DS) without a gateway or any other 3DS flash card. Unfortunately I won't be linking any websites here because I don't know what the policy is, but I'll tell you what to look for.
Please note that this tutorial requires you to downgrade your console, which means flashing the system nand + losing all saves and eshop files from your SD card, you can redownload your eshop games afterwards. Like always, there's a chance you'll brick your console if you do something stupid, but you shouldn't have any problems if you follow this guide to the point. Though I am not responsible if something bad happens.

What you will need:
A 3DS/3DSXL console on firmware <9.2
An empty SD card (4GB+)
Any compatible DS-mode flash card + microSD (I recommend DSTWO)
A PC with an SD and microSD card reader
Some patience (this looks a lot longer than it actually is)
Files needed:
(a) Firmware GW 3.0.1 “Ultra” Public BETA - you can get this from the Gateway 3DS website
(b) The correct DG PACK for your region (EUR/USA/JAP etc) - also available on the gateway website
(c) MT card Hardware Ver2.0 & Software V2.3 - actual filename is "MT_card_Ver2.3.rar" - you can get this from the MT Card website
If you are already on firmwares 4.1-4.5 then skip to step 17.
Steps:
1) Insert your SD card that's going inside your 3DS into your PC.
2) Extract the (a)gateway zip you downloaded, inside the folder you should see another folder called "GW_Ultra_3.0(Public Beta)" open it and copy "launcher.dat" to the root of your SD card.
3) Eject your SD card and put it in your 3DS.
4) Make sure you have an internet connection set up, then turn OFF your wi-fi switch.
5) Open your 3DS internet browser (on the top row) and navigate to http://GO.SCMODS.COM/ There is an official gateway website but I won't be linking that here, but they do the same thing.
6) You should get an error saying your wi-fi switch isn't on, so switch it on, then refresh the page. The gateway launcher should start.
7) Press right until you get to the selection "FORMAT EMUNAND", read the warning, then begin. This should take about 10 minutes. Your SD card will be partitioned and be ~1GB smaller, you can always delete this partition to get your space back.
8) Now, you want to back up your NAND incase anything goes wrong, so back to the gateway menu and select "BACKUP SYSTEM NAND" this should also take about 10 minutes.
9) Hold down the power button to turn off your 3DS, then take the SD card out of your 3DS and put it back in your pc.
10) Back up your NAND.BIN to your pc, you can delete it from your SD card
11) Copy your 3DS's region (b)DG PACK to the root of your SD card and put your SD card back in your 3DS
12) Do steps 4 -6 again to get back to the gateway menu
13) Navigate to the final option on the menu, "DOWNGRADE CONSOLE" and select it.
14) THIS WILL FLASH YOUR NAND. If you accept, then begin downgrading.
15) After you finish downgrading, restart your 3DS.
16) Check your settings, you should now be on a firmware between 4.1 - 4.5.
17) Now, on your DS-mode flash card you want to put the files in the (a)"GW_Ultra_3.0(Public Beta)" > "Blue Card (R4i)" and move the file "GW_INSTALLER.NDS" to the microSD going in to it.
18) Put the microSD in to your flashcard, and put it in to your 3DS. Run the file GW_INSTALLER.NDS from your 3DS.
19) Put the a card from the region that your 3DS isn't from in to your 3DS.
20) Take the internal SD out of your 3DS and back in your PC.
21) From the (c)MT Card files , grab launcher.dat and replace the one on your SD card with it.
22) Put the SD card back in your 3DS.
23) On your 3DS, go to System Settings > Other Settings > Profile > press L and select Nintendo DS Profile. You should now see a funny-looking shark and the MT Card menu will launch.
24) Select the option "Go Classic Mode", then press A again after the warning, it should now boot you into classic mode.
25) Go to system setting and check your version, it should say "MT3D" followed the the version you were on before you downgraded.
NOTE: once you exit system settings you'll be kicked out of classic mode and you'll need to do steps 23 and 24 again every time you want to play your out-of-region game.
26) Do steps 23 and 24 again. Your out-of-region game will show up and you can play it!
You can also access eshop etc if you update from classic mode using wi-fi, though it's a good idea to not connect to the internet outside of classic mode otherwise you'll get an update nag.
