You will need to download the 3DS parental tool that you can find here : https://www.mediafire.com/?h1qednng1n915nu
Once on the PC, extract the file and you will get the 3DS parental tool application.
How to use :
-Go on the 3DS, and choose the System menu, then select Parental Control.
-Now choose "forgotten code"
-Now you will be asked the secret question if you forget the code.
-If you don’t remember the answer of this question click on "I forgot".
-In the end you will get an assistance code and you will need to call Nintendo for a general code that is exclusive for each console in order to resolve the situation.
-The software you downloaded earlier will give you the general code via a generator without calling Nintendo.
-Now open on your computer the 3DS parental tool application.
-You must put the 8-digit code in the box generator and make sure that dates between the console and the generator match.
-Once done, click on "GetCode".
-It will give you the Masterkey.
-It is a 5-digit number to enter on the 3DS on the page that follows the page where you got the support code.
-After you put the 5-digit code you can "modify" the code by putting a new one.
