1-First, download the BubbleUPnP app from Google Play Store

2- Open the app, and hit the orange "Next" until its gone.
3- Hit the 3 lines button on the corner and click "Local media server" a couple of times
Remember both PS4 And Android have to be connected at the same wifi
So, in the Android its done! Lets go to PS4
4- Open the Media Player app
5- You will see after a few moments the option of BubbleUPnP with the name of your Android Device, after that, you can search trought the device and play it in your PS4
