I think this means you've exceeded the maximum number of simultaneously allowed activated devices on your PSN account. You can check out how many activated devices you have on http://account.sonyentertainmentnetwork.com

My 3.20 PS TV is still unactivated. I purchased Patapon 2 via PS3 on OFW, copied it over to my 3.20 PS TV via OpenCMA content manager using Vita update blocker + proxy configured on PS TV. Launched Patapon 2 after copying it over and my 3.20 PS TV is still unactivated.

Any ideas/help? Would gladly appreciate it.

Try another game? Your device should be activated though if you ran the game. If it asks you to sign into your PSN account just go ahead and provide your email and password, it's not actually connecting to PSN.

The fact that the game runs means that it's activated. What makes you think that it's not?

Because everything under > PSN is still greyed out and inaccessible, except for sign in which fails and prompts me to update anyway...

Yes, that's normal and to be expected when you're not logging in directly from your Vita (both my Vita and PSTV are like that too). It's not a problem however, your device is still activated.
