Access Your PS Mobile Games and Apps w/o Updating To Recent Firmware
Before reading on, 3.30 just came out.. so there is one big prerequisite for achieving this because running PSM requires that the latest firmware is installed.

PS Vita must have never ever learned that there is already a new FW update
what does this mean?
1) You must have never ever accessed "ALL" PSN features since the release of FW 3.30 (Online Game Interactions / PS Store / Near / Party / FB App / etc.) But accessing the internet with the web browser, maps, twitter app, and youtube is OK (except the share via twitter option on youtube).. But if you really want to make sure everything will be alright, just use the web browser ONLY

so, im putting it in "SPOILER MODE"
TUTORIAL PROPER:
[spoiler]1)PS mobile applications require license checking via internet so please, enable flight mode and turn-off wi-fi now!!
2)Be sure that everything under Settings -> System -> Auto-Start Settings are all unchecked
3)Restart PS Vita
4)Run your PSmobile App/Game
5)Never open any network/PSN related link/button within the game, or if it tells you to enable wi-fi, cancel it immediately. Same as if there is an update for the game/app.
6)If you will turn-on wi-fi and access some internet features (read condition number 1 again), make sure that the PSM apps/games are closed
7)Always re-enable flight mode and turn off wi-fi while running any normal PS Vita game/app. Strictly no more PSM since you already turned on wi-fi in step 6. (So you can still satisfy condition number 1)
8) If you want to run PSM apps/games again, you need to go back to step 1 if you did step 6.
That's just as simple as it is.. Always remember the CONDITIONS above, specially number 3.[/spoiler]
UPDATE:
You can actually bypass the 3 conditions above by using VitaUpdateBlocker or Charls Proxy and connect to PSN once, and make the Vita think that you are on recent firmware. But if ever a firmware newer than 3.30 will be released, you can then only maintain access to PS mobile if and only if you can satisfy the 3 conditions.
