Your tutorial is a bit confusing to me. From what I get from it, you make a backup, deactivate one Vita and restore on another?

To avoid limit of activating ps vita of one account .you only download from one vita make backup .sign in to anothrr vita but rather you restore backup and that way you fool sony it never gets activated on server.

Here's my guide on installing custom firmware on a PS Vita, I wrote this for myself as I'm new to this stuff, any criticism would be greatly appreciated 
CEF – Custom Emulation Firmware (also called “TN-V)
A custom firmware created by Total_Noob. 6.60 is the last version Noob released before retiring from the firmware hacking scene.
Requirements:
• PS Vita charged to at least 50% power
• PS Vita with firmware version 3.18 or lower
• PS Vita USB cable
• Computer with internet access and 1 free USB port
• Nearby wireless access point for your PS Vita to connect to the internet
• PlayStation Network (PSN) account with at least $20 credit
• (Optional) Administrative privileges on your Windows user account
Install Open CMA (Content Manager Assistant)
1. Install Sony CMA on your computer if you haven't done so already, it can be found here: http://cma.dl.playstation.net/cma/win/en/index.html
2. Download Open CMA from here: http://wololo.net/downloads/index.php/download/1252
3. Make sure Sony CMA isn’t currently running on your computer.
4. Copy the Open CMA files to Sony CMA’s program folder (default location is C:\Program Files (x86)\Sony\Content Manager Assistant)
5. Right-click “run.bat” and select “Run as administrator”.
Install CEF:
1. Enter the Recovery Menu by turning off the PS Vita, then turning it on by holding the Power, PS and Right shoulder buttons at the same time.
2. Select: “Restore this System”.
3. After it has completed, start up the PS Vita and go through the initial setup and link a PSN account to the PS Vita.
4. Buy one of these games from the PSN Store: http://www.zload.net/bilder/PSVita/VitaExploitChart.png
(note: the recommended game for your country or region can be found here: http://wololo.net/2014/09/24/friendly-r ... -or-never/ )
5. Find the exploited save file for your game either from here: http://wololo.net/downloads/index.php/download/8104
or here: viewtopic.php?f=56&t=39739
6. Run the game on your PS Vita and create a save file if possible.
7. In Windows, Go to (Username)\Documents\PS Vita\PSAVEDATA\ (Number that represents the game you bought).
8. Extract all the exploit files to that folder.
9. Download the official PSP firmware (OFW) from here: http://wololo.net/downloads/index.php/download/947
10. Rename the OFW file to “6.60 EBOOT.PBP” and paste it in the same place as the exploit files.
11. (Note: Make sure you have installed Open CMA before proceeding) Use CMA to transfer the patched save file from your computer to the PS Vita.
12. Run the game.
13. Once in the Recovery Menu (this should have started automatically, if not, enter the Recovery Menu by using Step 1.) select “Install 6.60 files”.
14. Once the install has completed, exit the Recovery Menu.

part 10. is wrong should be 660.PBP

12. goto 'advanced' then install the 660.PBP firmware
13. exit out and you will get to the epsp section.
