There really isn't a way to access PSN on a low firmware Vita. There technically is, but the time frame one can do this in is so short it's hardly worth it, no more than a week after the release of a new firmware. After that there is no way to access PSN without being on the most recent firmware.

Same applies to the PS3 so I don't see why the PS4 would be excluded. I just remember that with the PS3 there was a high ban risk associated with doing this, (or at least people claimed there was), so I would assume the same to be true for PS4 as well.

And while even though everything I said was true it's been over a week since the PS4 update dropped, so I doubt there is a method to access PSN on a low firmware PS4 any longer. Look into charles proxy, tutorials for PS3 should also apply to PS4 with some obvious differences that will be easy to figure out.

Also look into SKFU's pr0xy tool.
