hi guys i wonder if i can active my ps4 offline without internet . is there a way to active my acount without internet and without update to last fw

Be more specific, what profile?
Your useraccount
Or your PSN account

If you mean your PSN account then activating/logging in without updating latest FW is not possible and without internet it's IMpossible
