I don't really play COD actively anymore, but at least that had new environments/maps, gameplay, and guns. In Fifa, all I see is little very-similar-looking people running around with a football.

Well there are actually new playing techniques, tricks, controls, celebrations, & otber features that you don't see unless you're a football fan. You need to play them to notice the difference & improvement. It's the whole game ported, you can sign contracts & transfer, train, buy new stuff, change with team, win tournaments (not any tournaments), etc. And new stadiums, ***, & teams are actually added. There are many things I can't explain but yeah, you get it.
