i've got cwcheat to work on ARK but for some games (ex: phantasy star portable) the game name does not show up and no cheats show up either. the game ID does show up and it is correct. i've checked and downloaded multiple databases to ensure that none of them were corrupted. i've also tried cwcheat on other games and get the same issues. any ideas to go about resolving this?

Open the archive in Wordpad and make sure there's no weird line breaks or anything like that.
In my experience, the bast way to format the database is like this:
_S [GAME ID]
_G [GAME NAME]
_C0 [CHEAT NAME]
_L 0x00000000 0x00000000

_S [NEXT GAME ID]
_G [NEXT GAME NAME]
_C0 [CHEAT NAME]
_L 0x00000000 0x00000000

I've noticed that having that extra empty line in between games helps prevent that weird issue where, after adding a new cheat and saving, things end up like this:
_S [GAME ID]
_G [GAME NAME]
_C0 [CHEAT NAME]
_L 0x00000000 0x00000000_S [NEXT GAME ID]
_G [NEXT GAME NAME]
_C0 [CHEAT NAME]
_L 0x00000000 0x00000000

That'll keep games from showing up when you load CWCheat.

this is the database i'm using http://www.sendspace.com/file/dwz99y. added a space between the game, scanned the cheats for phantasy star for any weird spaces and still getting same issue. just finish trying "the 3rd birthday" and cwcheats shows the cheats there. so still cant get it going

Holy ***... I think the problem might be that there's a ***-ton of codes for Phantasy Star Portable in there. I mean A LOT.
Might be too many for ARK to handle.
Try testing it out with maybe a codelist only three or four codes long as see if that helps.
You might end up needing to use multiple cheat.dbs.

EDIT: Confirmed. I tried your archive, and at first it didn't work. I took the list down to 10 cheats, and it showed up just fine.
There's just too many cheats in your list.
I dunno what the max number of codes is, but you're gonna have to use multiple cheat.dbs to use all your cheats.
You can load up to the code named "SOLI/MIND S" in one archive, then the rest in another.
Also (and I dunno if this makes a difference), your cheat.db was set to read-only.

Is this a limitation with ARK's capability with reading CWCHEAT? The same database file works fine with TN-C exploit, all the games. In ARK, for me it seems that certain games do not show cheats at all, and it might be true that ARK can't handle massive number of games, while TN-C can. I wouldn't be on the fence about this issue, but it turns out, one game that doesn't load at all in TN-C, runs perfectly fine in ARK. Wish everything would work in either TN-C or ARK, so I wouldn't have to decide between the two.
