As I said on the first page, ARK can do those things. Here is a link for proof. How do you start ARC from Ape Escape?.. I tried to copy ARC files to TNV_54321 (without overwrite tho) with same results.

i tried copying isos into the tnv_54321 folder but none are showing in xmb after i copied them

I've also been having trouble with finding a working homebrew on 3.5. Using an INSTALL.ZIP gives me a BSOD flicker as mentioned before. I've also tried converting the EBOOT to an ISO. I'm able to start some of the converted homebrews, but I have yet to find anything that works successfully. SNES9XTYL doesn't let me browse the file system, PSPFTPD starts up, and then crashes, and Filer freezes on the PSP logo. Has anybody had any success at running any of these homebrews on 3.5?

none show up, under saved data utility i got one corrupted file and thats it..

If you use QCMA (and you should use QCMA!) don't forget to hit "Refresh database" every time you do anything with save files and\or game files.
