The download is of the app as it was pulled from a PTEL so there is no other version of it and with reason since a debug Vita has no use for encryption like that.

Can you also upload the NPXS10015 from the devkit? Maybe we can enable the debug setting in the settings app using that file as there is already a debug settings file in the retail ps vita settings app.
