I used my PSTV to download it and backed it up to PC then put it on my 3.18 Vita. You have to use the pkg installer to get an update I think.

So the backup from a newer FW-PSVita / TV does work on a PSVita with an older Firmware ? Just to make things clear ;D

Kind of yes. It'll restore just fine but as that user said you need to install the appropriate update .pkg for your firmware. So for 3.18 it'll work like a charm as soon as you restore a PSM backup and install the 1.14 .pkg through pkg installer.

OK, here is the big Question
Exactly how do I get the App? I followed the Directions, but am unable to get it on my Vita. I got the Email Confirmation, but when I Sign In, it keeps getting a Error. Next up, when I try to download the Apps on my Vita, PSN keeps saying the Apps are no longer for Sale.

You'll have to use the PS3 proxy trick to get it on.
