Not necessarily.. although it would be fairly time consuming to code a usermode ISO loader and would require unecrypted binaries of the games - a project that inexperienced people wouldn't be able to do... and something that many experienced people wouldn't want to do. To play devil's advocate for a moment- a hint for those of you who want an ISO loader for 3.30+ and aren't lazies.. HBL is fairly close to ISO support (for simple commercial games anyway). Memory cleanup.. import resolving, etc is for the most part taken care of. You gutta add code tho to handle the ISO fs. For a lot of this you can actually hook sceIo* funcs to reference data inside the ISO itself. Obviously there's more involved than this.. but if you're willing to delve into things deeper, you can get a pspemu iso loader running.
