i doubt too,since i do not have any idea about how to use this. this can only read from a special part of the memory,in other word,if you used other character which call this part too,it may not crash for the former memory left.the big question is how to push the loader into special memory part.
in my opinion,there have three way to manage this. 1.hack the game,which sounds like impossible.
2.there still have some bugs,like if you change the name of the special character it will crash (only with cheat you can do this);create special character which also crash and need cheat;
3.do something to the dlc, cause you can create the dlc characters with cheat which call the file in sd card (like attack show play,sounds.etc).

No, since you need the PSP Version of the game, which only existed at the JP Store and is not download/buy-able anymore.

A physical version is impossible, since the Vita can not use UMDs.
