The way I read this is that the OP is asking if he can download stuff from the store on one vita, which is the latest FW, then use OCMA to transfer the games to the older FW Vita. For PSVita and PSP games, it will work, but not for Ps1 games. When downloaded, the vita makes a stamp on the game stating on which FW it was downloaded, and will refuse to work on any FW which is lower. And, if you try to just transfer one memory card in the hopes that it will trick the Vitas, the memory card has the same feature, and will not work on a lower FW, forcing the lower Vita to format the memory card.
