So I tried it my self and I will share how I did it.
It's just like before exept with some changes.
1. Download edited psp2-updatelist.xml depends on your region

2. If you do not know the IP address of your computer you need to find out what it is before we can continue. In Windows, open up a command promt (Start -> Run, enter “cmd” -> Enter) and type “ipconfig”. Your IP address is noted at IPv4 Address
3. On your PS Vita, go to Settings -> Network -> Wi-Fi Settings and setup a working internet connection. However, go into Advanced Settings and select Use Proxy Server. There, you need to fill in the IP address of your computer (the one where you will be running Charles Proxy on) and the port number 8888.
4. Open Charles on PC
5. On your PS Vita go to Settings -> Network ->Internet Connection Test-> wait few seconds till it says PSN Failed
6. On PC look at Charles and find something like http://fus01.psp2.update.playstation.net, hit the +
7. Right click psp2.update.xml?ver(whatever) and click Map Local
8. Click Choose, then navigate to the file downloaded at step 1
9. Hit Ok, then Right click psp2.update.xml?ver(whatever) again and hit Edit
10. Click Query String and double click the 01800000 and change it to 02000000
11. Hit Add, then type var and under value also have 02000000
12. Hit Execute
13. to see if it went good on your PS Vita go to Settings->System Update->Update Using Wi-Fi, it should say its already at the latest
14. on your PS3 Network Settings->Internet Connection Settings->Custom -> when you get to the Proxy choose Use and use the same IP & port as you did on PS Vita (guess PS3 does need Charles Proxy)
15. try transfer
