No, there isn't. Because ps1 emulator works inside the psp emulator.

There was a development for a PS1 emulator back in the time when there was no PS1 support integrated by Sony.

It was called PSPSOne but I'm not sure if it was useable as it was very slow and had no sound.

on the Vita, only way of fully accessing PS1 side is through launching a PS1 game plus a kernel exploit.
