Need help with installing VHBL

Hi there, after the recent exploit for arcade darts was released i decided to go purchase it, then hit a metaphorical brick wall because i couldn't understand any of what i was reading, and was hoping somewhat could help me out and give me a somewhat step by step in text form for how i'm supposed to install vhbl. i've tried looking for one, but i can't seem to find one, and i'm just about done with trying.
