That's in the right location, make sure you zip it back up, named "INSTALL.ZIP" with compression level "Store". I outline the procedure in my emulators tutorial found here. It was like that for me too with the 2.12 exploit. It was really annoying. After updating to the 2.60 exploit and using the same files for gpSP, it magically fixed itself and now it keeps my changes to the settings. It's pretty weird. Which game are you using?
