hmm i like the development environment Sony gives their developers overall i think for a beta it is pretty good

Pretty good? Meh, the whole 'studio' thing is slow as hell, thanks to that GTK crap :P
Anyway, it's positive they offer such tools, although they're not new. For the PSP, for example, there was already some sort of official SDK and we never found out how that one was looking and feeling (right?) :)

I don't think this tool is designed for Vita.
If you look close, it seems to be a Mono environment, and you can find adb and some apk files in the SDK installation.

u don't have to look closely it told me that is mono when it loads up it says mono project development home page and mono development home page.
it might not be who knows i assume that it is for the PlayStation suite for Android and Sony Xperia Play.

PS Suite is for select Android phones as well as Vita, so APKs makes sense. And Mono - well it is based on C# or something isn't it? Which is a .NET language, so Mono would be needed for running on anything other than Windows I guess.
