As nice as that would be, this will never be anything more than wishful thinking. While the vita is struggling in most places of the world to the point countries are beginning to phase it out, it's still going pretty well in Japan. Even if it wasn't publishers would still give Sony a lot of *** as doing this would definitely lead to CFW/Piracy. Sony would probably loose a lot of potential new games as a result which would lead to the final nail in the metaphorical coffin for the Vita. The closest thing we were ever going to have was PSM which was discontinued, it's up to people to find an exploit so we can make our own homebrew.

I think the probability of Sony unlocking the Vita is very low. It would do more harm than good.
