On 3.35 ... Can I Install Ark or TN-V Without Getting Online

I have the dev assistant + unity thinking Rejuvinate was going to go somewhere but since then I haven't touched my vita.

Finally want to get TN-V or Ark on it. Is there a tutorial someone can point me to install them with bubbles if possible ?
