I have everything running but my Vita still hangs on the "Connecting to [insert IP address here]...The IP address can be changed in the settings menu."

Have you tried pressing Triangle to change the IP?

Like i said this exploit is the only one it has worked for me but others say its working on older exploits..

Pressing Triangle when on the "" screen? I did but nothing happens. I have everything set according to your tutorial.

After a while of waiting, though, it results in a scene that says "Internal socket error. ConnectToServer returned -2. Please restart the PSPdisp game."

One question. Do I need the Device Display Driver for this to function? Because I didn't disable it via bootup on my Windows 7 laptop.

No you don't need that Driver as I'm on windows 7 as well and i didn't do that.
Just does not work with the game exploit your using..
