PSP to Vita File decryption

Hi Guys

Does anyone know of a decent (free) utility/tool for attempting to decrypt the Vita versions of PSP games.

I've searched everywhere I know and found a few packages, but they were expensive, all I can do at the moment is view files with a pretty basic Hex editor.

p.s. when I say free I mean actually free, not a dodgy/pirated version of a paid for tool. (I am 100% Anti Piracy and only plan to try this out on my collection of PSP games bought from the PS store)
