(OPEN) Can I download psp game to my 3,51 vita ?

Hi , my question is , since now in Europe there is a sale and Ghost of sparta is 4 euros I do want to buy it . My ps vita is 3.51 , so Im not on the leatest firmware. So can I buy it via store.playstation.com and then go to my accoun.sonyentertainmentnetwork.com and download the XPD file ? and if so were am I suppose to put it on my PC ?
I do not have ps3, ps4 etc I only have a PC and my Ps vita .
