I seriously need to save up for another vita. Hehe, keeping mine on 3.36, and waiting for some news. Gonna download it with the ps3 and try it out. I LOVED the Budokai series. I have em all, and I bought the HD collection for the 360 which I play with my nephew with, he loves it too.
What I usually do is buy Vitas with busted USB ports and then either get the port replaced or replace the motherboard all together.
I've gotten lucky with some that "won't turn on, orange light comes on for charging, was working before, maybe bricked?", people and pawn shops haven't gotten that batteries can drain on electronics if they sit for too long. Usually fix is plug Vita in and hold power button down for about a 30~60 seconds until screen flashes with either PS logo or dead battery icon.
I usually set a limit 60$ or less when I go Vita shopping.
