The full game in .pkg format alone is not enough, because the account-specific .rif license file is missing.

As a rule of thumb, any .pkg files that get downloaded from zeus.dl.playstation.net server will not work without the license. On the contrary, .pkg files from "ares" server don't need a license, but these are demos or other DRM-free content. "ares" links are here: viewtopic.php?f=50&t=38342

That said, here is Patapon 2 (EU):

Although the game hasn't returned to PS Store yet, the .pkg itself is downloadable.
It should be possible to inject it into the HDD backup of OFW 4.70 PS3, restore said backup and rebuild the PS3 database to make it appear as a bubble on XMB, which should be transferrable to Vita, assuming that both PS3 and Vita are activated on the same account that also has Patapon 2 registered on it.
Note that the license file for Vita is downloaded from PSN when the PS3-to-Vita transfer is initiated.
Also note that this is a pure theory which may or may not match the reality.

i don't think this is possible, when the psvita tries to download the licence from the psn it won't find such licence on your account and it will fail.

It's kind of a moot point now that Patapon 2 is back on PS Store, but I said "assuming that both PS3 and Vita are activated on the same account that also has Patapon 2 registered on it."

Although some time ago* The Z said that the game will not activate after being pulled from PSN if you had downloaded it onto your PS3 prior to the removal and left it there (instead of transferring it to Vita right away) - which seems to be the same thing one could achieve by injecting the game into PS3 HDD backup and restoring it.
