CIPL will never be compatible with PSP 3000 or PSP Go because of the newer Pre-IPL. It adds on more security checks for official IPLs. This is also why Pandoras Battery doesn't on the PSP 3000 as well.

there is cfw permanent for psp 1000 2000 only on 6.600 cfe but some thing got patched in 6.30 that broke compati of it.

iirc the reason for the 6.20 perma is an oversight on how the modules are loaded, You can mod one of them to load our own custom ones.
Don't remember all the details but SCE added more checks so we can't do that on anything above 6.20.
