Hi,

With the Kirk keys available, is there now enough information to produce an offline (x86 based) psar extractor ?

Based on what I've seen so far, I would say the keys used to encrypt the UPDATE files are different than that used for minis. And I don't think the keys for PSP Update files would be in the PS3. So my answer would be "no", but don't quote me on this.
