If the phone is not rooted, it will not accept a sim card from another carrier.

I guess you mean SIM unlocked (which is not the same as rooted, although rooted includes SIM unlock).

Even if you root it, whatever carrier you buy the sim card from will charge you at least twice the regular price if you use the sim in a different phone than the one they sold you (because you run in the problem I mentioned above, which is that the phone is recognized as "not an authorized phone for the data plan").

i think it depends.... how much more does the phone cost in relation to the PSP haha, well you cant root ICS yet (i dont think) i have a galaxy nexus and z4root wont work. but with any other phone with firmware 1.X or 2.XX, z4root is the simplest and safest way to root. plus you have the option to do a temporary root which gets stored in RAM so if it screws up, just remove the battery, turn it back on, and your back to normal so to answer original question, PSP is more risky to me

That is only /some/ HTC phones. And goldcard isn't necassarily for recovering.
It's for flashing firmware files from other regions. That /could/ be useful in recovering.

It really depends on the Android device.
Most Android phones have a bootloader that let's you flash firmware images back to stock if anything goes wrong.
And it depends on if you are planning to use custom ROMs, custom radios, etc.
On my G1 I've even flashed a bootloader that was hex edited + a little reverse engineered by some guy on IRC to try something once xD It's fine. I did brick my old G1 by flashing a incompatible bootloader + radio combo. I can still fix it with JTAG, but i'm not paying $90 for a kit to fix a $15 phone xD
But really, plain root is nothing. I say the PSP is more risky.
