Erm...no...
That is only /some/ HTC phones. And goldcard isn't necassarily for recovering.
It's for flashing firmware files from other regions. That /could/ be useful in recovering.
It really depends on the Android device.
Most Android phones have a bootloader that let's you flash firmware images back to stock if anything goes wrong.
And it depends on if you are planning to use custom ROMs, custom radios, etc.
On my G1 I've even flashed a bootloader that was hex edited + a little reverse engineered by some guy on IRC to try something once xD It's fine. I did brick my old G1 by flashing a incompatible bootloader + radio combo. I can still fix it with JTAG, but i'm not paying $90 for a kit to fix a $15 phone xD
But really, plain root is nothing. I say the PSP is more risky.
