Yes and no. mecm is for the PSP while cm is for the Vita. Mecm takes advantage of the ME core in the PSP for audio, but that's not emulated on the Vita, so cm is optimized for use without it.

If you run cm on a PSP, it will be considerably slower than if you used mecm. On a Vita, though, (if I remember correctly) it can emulate and run the PSP's main core slightly faster than the actual PSP hardware. So it's about the same speed on a Vita as mecm is on the PSP.
