You can download the latest version of TempGBA4PSP from here.
TempGBA, the original build, was made by Nebuleon, using Exophase's gpSP (with his permission) as a base. I'm not sure if the original PSP version is still floating around somewhere, as it was very short lived, but Nebuleon has since ported it for use with the DSTwo Flashcart. TempGBA4PSP was updated by someone else and it has been improved in just about every aspect, so there's really not any reason to track down the original TempGBA build.
