Is Handbrake the best tool to make an MKV file into a small

Into a much smaller file size while maintaining constant quality? I think it is, I think I've been able to make a couple of 8gb to less than 4gb in file size while maintaining respectable quality for 1080p/720p sources. Or should I be using something else to do this?
